after opt out

My initial move in revisiting my horid credit situation was to opt out. I did this a little over 3 weeks ago using the phone number from one of the sites here. I have a couple questions.

I have received more soliciting phone calls than usual and also several credit card offers since that opt out phone call? What's the deal, just random luck(bad)?

How can I be sure I opted out correctly? I want to make sure I am before ordering the 3 CR's.

I also am probably about to move to a different city for a job. Should I hurry the credit letter/credit fixing process before I move or does it matter if I wait till I move?(any strategic advantage either way)


General info:
I live in Texas. Most all bad credit was unsecured credit cards + 1 unsecured credit line. All were last payed in may/June/July of '97 with one judgement reached in early '98.

Any answers will be greatly appreciated. The SOL should be about up on everything but the judgement so I have a chance to really improve my scores I think/hope?
