Acquaintance pulled credit report without ok - what now?

Boy, do my friends get in strange situations. Mr. White wanted to buy a house.
Told Mr Black about it. Mr Black pulled Mr White's credit report without an authorization. Mr Black said anyone could get anybody's report anytime- Mr Black shared Mr White's information with Mr Green and Mr Yellow. Needless to say, Mr White is outraged. What do you suggest? Report to the FTC? File a civil suit? Can criminal charges be brought against MR Black? Thanks all.
