opting out- and collector immediately placing

I opted out 4 months ago. Applied for a home last month. Within 2 days a trade-line prev. deleted appeared under a new collector. Whats the point of opting out? When you opt out do previous collectors have deals to be notified by the CRA'S? What the point in opting out?
