The point of opting out is to reduce the risk of collection agencies who HAVE NOT been sold one of your debts poisoning your report.

In your case, you should be able to get the new collection agency account deleted with a STRONG dispute citing the prior deletion and stating that you are in the midst of a mortgage application and will SUE the CRA for re-insertion of a prevously deleted account if you suffer any damages from their FCRA violation.
