w & a. arbitration

my mother has received a notice from a man who claimed to be a private investigator. he came to our house and delivered a claim for abitratinon from W & A for an MBNA account for $7000 plus attorneys fees. my mother does not have this. she does not have any assets other than a ss check and a retirment pension from where she worked. she is 68, retired and also has alzheimers disease. what can they do to her? can they attach her retirement? i don't believe they can. we live in tennessee.
