Yes, you should validate from the OC. CRA's just tell you most of the time "verified" which is why I always start with the CA or the OC which ever the case may be. After you don't receive validation from the OC or the CA, then send in a copy of your letter along with copy of your CRRR to the CRA's for deletion. This has worked numerous times for me and I see no reason why it won't work for you.
