First Select Providian and Credigy

I have been making payments to a reputable credit counseling agency for an old card that was bought by First Select. This was then sold to Providian, which never issued me statements.My credit counseling agency is still making my payments to Providian, which is forwarding the payments to Credigy (Atlanta), who has hired a law firm to collect the entire original blance from me,the law firm claims nothing has been paid on this account since 2000.Someone is collecting my payments, not issuing statements and is claiming ( Credigy) that there is no law stating that I receive statements of my balance. The law firm is stating that I owe the entire amount no matter who is commiting fraud in the middle, and I can have a judgement made against me by them for the amount. The credit counseling agency has the records of payment made by me, and by them to Providian for all those years. Is there not a federal law stating that I receive statements from whomever bought the account, and that I be informed of the balance and interest rate? What federal agency would these companies be accountable to? I will need to report them and perhaps press charges. Thanks in advance.
