Need FDCPA clarification

My wife and I disputed a contract we had with a timeshare company and got a credit card company to reverse charges after the timeshare company illegaly tried to charge the card. We don't hear anything for a few months and then a company by the name of Monterey Financial sends us an invoice saying that payment is due. The time share company is listed on the invoice as a client but, and here's the catch, Monterey says that it purchased the contract in a financing deal and is not acting as a debt collector. They certainly have been acting like one in that they have placed many phone calls and the tone gets increasingly nasty. I sent out a cease and desist letter per the FDCPA but I'm wondering if this outfit counts as a debt collector. Any thoughts?
