can OC send to CA if pmt made

I live in Neb. and have a hospital bill which I set up for payment plan, but they require account to be paid in two years so the payments were $80. I sent the full amount in the beginning but things happened and I wasn't able to make full payments-I also missed the last two months due to job change. Now I receive a letter stating they have terminated my payment plan and I must pay $1900 by 12/16 (as if I have it!) or be sent to CA. If they have accepted the smaller payments, can they send it to CA? I'd like to keep it out of collections with payments I can afford, but don't want to waste my money if they are going to send it anyway.
