I'm Disabled, Can you help me

My account went into collection in Agust 2003. Yhe collectors keep calling and threating me to pay-off the balance of $600.00. I told them that I'm disabled and can't make the entire payment and would they accept a mimimun payment of $20.00 a month. They said "NO", they want at least half the amount before they can accept $20.00 a month. Is there something I can do, I can't afford to pay these people $300.00 up front, I'm on a fixed income and suggesting to give them $20.00 a month was stretching it.
Any help you can give would be most appreciated.
