How do they Garnish and Freeze bank accounts?

Hi, Just a quick question...does anyone know how a creditor can garnish wages and/or freeze a bank account without my cooperation. In other words, how are they able to find out who I work for and where my bank accouts are? Do they use my soc# to find this out?
