If you want to nail the process server, you'll have to first find out what state law requires for him to function as a process server. Then find out who you complain to. It would also help if you get a list of the lying process server's 'victims' and contact them as well. A record of misdeeds adds weight to your complaint. You should be able to find a 'trail' on the guy thru the court public records of lawsuits. Takes some legwork, but they ARE required to keep records.
