Tax Collection

My husband received a notice from the State of North Carolina regarding $900 worth of state income tax they say he owes from 1976! Is there a statute of limitations on things like this? It's been 27 years for heaven's sake! He was in the Army at the time and thought his home of record was listed as Ohio.
