Someone told me that a "signed credit card application" that spells out "terms and conditions" is a contract. Credit cards that are pre-approved or only require a signature and social security number are open accounts. Can anyone clarify this definitively on what the SOL would be on these (2) types of credit cards in Washington State? I signed a comprehensive application with terms and conditions spelled out.
