Sounds to me as if your ccc provider is at fault and are simply trying to side step and/or let you handle their mistake. They made the agreement with the OC to accept so much for the total balance. If the OC sold this account or is asking for an attorney to handle the remainder of the collection, then your Credit Counseling Service needs to do some serious accounting for you. They need to provide you with the written agreement between them and the OC. This will tell you how much was agreed on and the terms. You need to also have them account for every payment made to the OC. Then you will arrive at the true balance owed.

To simplify this further and because this is not your fault, you could just ask the CCC Service to take care of their own mistake ASAP.
