Thank you. I figured I was correct and actually just got off the phone with the OC (HC Provider). I told her what happened with the CA and about the letters. I also told her that they didn't know what Validation meant and that they did not C&D by phone. She was disgusted. She said they have received several complaints from them over the past several weeks for the same type of situation. They are going to void their agreement with them. They also offered me a settlement of 50% if I pay it by the end of the month (which I can do). At first, I told her I was interested in the settlement because of the negative effects on my credit and that I didn't want the balance picked up by some collection agency. She said that "selling any balance and reporting it on my credit would be in violation of the HIPAA and that wouldn't happen. It is considered to be a charitable write off." She also said she would contact Outsource and get it off my credit since there is no longer an agreement with them to collect on the debt. This woman at the OC knows her stuff. I asked her to send our agreement in writing and she is going to mail it today. When I receive it, I will send payment.
