This is a different scenario. FOr collection agencies to collect in your state, they need a surety bond. Same with lawyers. However many times a collection agency to get around this law will outsource their contract to a collection attorney who is licensed and has a surety bond to handle the collection activities.

if this is the case, the surety bond is not an issue and cannot be used if the attorney has an assignment contract to collect from the collection agency and is fully licensed and bonded in your state.
