If the CA was collecting for the OC and they levied your bank account and garnished your wages, then you don't owe the OC. The OC would have been paid by the CA their agreed upon amount if the debt was assigned, or nothing if the debt was purchased.

This problem is not between you and anybody. It is between the Creditor and the CA.
