If Creditors exchange was in legal possession of a debt that you owe, they can and will view your CR, and yes it could have been for the purpose of obtaining your current address as well as other reasons.

Creditors exchange obviously didn't find what it was they were looking for, because they transferred or sold your account to Allied Interstate. You can now expect another hard inquiry from this CA.

What you can do is, send a letter CRRR to Creditors Exchange, and demand the notarized and signed assignment and/or sale document that would have allowed them to view your CR. You should always make this a part of your validation. If they don't produce this document, then you have a right to sue them for no Permissible Purpose.

Ask for the same document from Allied Interstate.
