Written Contract or Open Account

I read somewhere that unsecured credit card debt is an open account. The SOL in KY is 5 years. I called the state Attorney General's office and a staff member said she thought credit card debt was a written contract as she had overheard an attorney one time say so. I called a consumer law attorney and he also said he thought cc debt was a written contract. The SOL for written contracts in KY is 15 years. My old debt is 11 years.

I read somewhere that seemed to prove, using federal law, that cc debt is indeed open accounts. Can someone help me locate this information? I need it to convince the consumer law attorney I will be seeing tomorrow.
