OC liable?

Are OC liable for the actions of CA they assigned debts to? For example, if a CA was assigned a debt to collect, and they violated the FDCPA, would the OC be held liable for those actions? Could the OC be named in a violation lawsuit as well as the CA? Or would you have to have 2 separate actions?
