Debt collections past statute of limitations

My brother has a credit card that he defaulted on in 1995 in NY for $1000.00.It was turned over to a collection agency sometime later,and my brother made payments Totalling $850.00 to the collection agency in 1998 and 1999.He then moved and never made another payment or received anything from the collection agency.He was finally contacted 11-2003 and now has a$2900.00 debt.I know that NY has a 6 year statute of limitations.My brother defaulted over 8 years ago.Can anyone tell me does he owe the money still, or is it too late for the collection agency?
