No, the filing fee in KY to file a notice of appeal in Circuit Court is $125. They wouldn't take my motion to proceed in forma pauperis (they claim it's not allowed in civil cases), they said you need to pay $125 to file the notice of appeal. My income is $586 per month so the judge would approve of the fee waiver if only the clerks had let me file in forma pauperis. Who's right, who's wrong?
