Collect America’s law firm collectors are all franchises like a McDonald’s restaurant. They are DEBT COLLECTION franchises, not legal franchises even though they are run by lawyers. Neuheisel is real lawyer based out of Tempe, Arizona but they can’t possibly sue you in New York because they aren’t licensed lawyers in New York. If Collect America recalls the account, has all the paperwork and documents from Direct Merchant’s Bank (not likely, since DMB is as much a basket case as Providian and they probably could never find your original application) and you had some known asset, they “might” sue you with a local lawyer, but it’s not likely. After all, DMB sold your account to Collect America for 10 cents on the dollar, so DMB didn’t think there was much to recover by suing you.

You can pay, settle, or just ignore them. It’s not likely you’d ever be sued in any case. Personally, I’d keep my money in my pocket and not Collect America’s. They only paid a dime on the dollar for your account. You must know of a lot more worthy causes deserving of your money than these Collect America ciphers.
