Has this happened to anyone? Scam?

I recently received a letter from the original creditor stating that they wish to give me a new credit card with a new line of credit. The "catch" is that I have to pay my previous balance in full on all accts with them, before a pre-approved application will be mailed to me. It says that the funds must clear the bank before app is mailed to me. It then says since the acct is managed by RMA, I need to call them at (800) 722-2356. It also says that "This communication is an attempt to collect a debt".

This whole thing sounds awful fishy. The letter looks like its from the original creditor, but the logo on the letterhead looks like its been photocopied.

The account has charged off about 4 years ago. I live in CA, so the SOL is either up or pretty close to it.
