The number of uncollected judgments seems to be floating around 80%.

So, an intelligent entity would first identify the probablity of collecting prior to filing a lawsuit.If there are no collectable or attachable assets, don't sue.

Some people will pay when a suit is filed (if they can). Others will simply let the judgments pile up and declare bankruptcy.

So, I believe the thought behind the validation if within sol is that it shows you are concerned about your credit and might be a good target for a lawsuit to force payment.
