why chat/ ladynred--- does it takes two to tango?

I recently received a notice of arbitration from Mann Bracken located in Georgia and are representing Bank One. I live in Delaware and firstly, I am wondering how to go about answering this arbitration. Secondly, If I answer them, does it mean that I am agreeing to the arbitration?...or can I answer them and write that I am declining the arbitration? What happens if I do not answer them at all? The federal express package containing the documents strictly stipulated that if the the recipient (which is me) refuses to recieve the package or for any reason the package could not be delivered, the package should never be returned to sender (mann bracken). I never signed for the package...so I figured that whether I recieve it or not, they will still pursue the arbitration or perhaps later on, the lawsuit...am I right?
