I think you missed this point. This is a SOL/cease and desist letter. This letter is worded in such a way that it serves two purposes.

When something is out of SOL, you send them a letter notifying of that fact and you can also in that letter order them not to contact you at all per FDCP violations.

For the record there are a couple of states that I believe it is illegal to even attempt to collect on a time barred debt. CA is one of those (you are not permitted to file lawsuit on a time-barred debt in CA) and Wisconsin.
