It would be nice if you kept your posts in the same thread instead of starting a new one each time. Not picking up or signing for certified mail doesn't do much, as the usual rules of service provide that the returned mail from your last known address is proof of their SENDING notice, they don't have to prove you received it. If you don't wish to try sending the letter from my website as I suggested,I suggest you get a lawyer to help you. and if you don't want to get a lawyer,I have no further advice to give you.
