If this CA pulled a hard inquiry for the purpose of collecting a valid debt (meaning a debt they have the authority to collect) then they have permissible purpose to pull your credit.

However, if you have proof that the debt was paid prior to the CA taking control of the debt (whether by assignment or purchase), you may have leverage to get the inquiry removed.

But keep in mind that in order for them to be penalized for pulling your credit, you'd have to reasonably show that they knew or had reason to know that the account was already settled and they had no permissible purpose for the inquiry.

If you take them to court and they convince the judge that they did their due diligence and the OC dropped the ball on letting them know the current status of the account, then you might not be able to get any money out of them.
