Try Sterling bank secured credit card. If I can remember correctly, they charged me $29 for the processing fee and an annual fee of $50. It generally works like a savings account because they pay you interest on your deposit, and they also give you a credit line of 125% of your deposit. I had this account over 3 years ago so the terms may have changed since then.
