You misunderstand.
Opting out stops the selling of your data to others,it does not stop the inquiries.

Eventually, those who already have your data and have made or will make inquiries will stop, and there will be far fewer, and no new "unwanted" ones.

Opting out turns off the spigot of data flow to others, but it will take a while for the bilge water to dissipate.
