It requires a Court order to garnish or lien any asset anywhere, however, a FREEZE is relatively easy to obtain in every State IF the creditor has ANY kind of credible evidence that there is a risk of the debtor moving their assailable assets out of reach. This is NOT usually done, (except in Tx and NJ) by CA's- at least none that I have heard about , for smaller consumer debts, ( under $10,000 ). However, I always caution people to be careful and prudent and NOT take any risks, so I suggest that if you feel there is any risk of being sued,and you have any large, (over $1,000 ) amount of $$ in any account that may be frozen,you should take steps to protect it.
