If you are going to speak to these cretins on the phone, go to radio shack and get a tape recorder that attaches to the phone so you can tape the call. Make sure you notify the other side if you are in a two party taping side. If not, tape away. I'm sure that there are many agencies that will be interested in listening.

I am not a lawyer, but my experience has been that these kind of calls (including offers to settle) are made when they are getting ready to lose the case.
