Anyone you have a business relationship with can pull a "soft". Anyone you owe $$ to or with whom you have applied for credit can pull a "hard".

Opting out DOES NOT stop your current creditors, or anyone they sell or assign the account to from pulling inquiries.

It DOES stop "scavenger" CA's from buying your name and then going into the "debt seller" market to get your old account.
