Newbie with SOL question

I'm not sure I truely understand the rules of SOL.
Does it really mean that if someone has had a hard time with getting payments (or just unable) in to a CC and it turns delinquent with a CO that once the SOL is up on that account, they don't have to pay it? Or is it that it is just removed from their CR and they still need to pay?
I hope that someone can explain it to me. I have read the SOL explaination on WHYchat's site but I still don't understand it.
