Your brother needs to send a cease and desist letter. Without knowing the details of your letter, it is entirely possible that there is a new collection agency involved. If it has been pulled and reassigned or sold outright we don't know.

However if the first collection agency has sold your brother's account to another one, they would have kept the same name and address as last point of contact regardless.

That may be why your mother keeps getting these calls. Chances are if you send another cease and desist letter, CRRR, they will sell it to another one and in a couple of months, the new CA will call her again looking for your brother.
