debt settlement

I had two credit cards from MBNA. I settled with MBNA on the first one at a nice discount. The second account was already sent to a collection agency. My question is I heard by law the agency cannot ask for more than the creditor was willing to accept? Is this true and can't I go back and get the same deal with MBNA on the first card? Both cards had about same amount of balance(20k)
