1) Other than IRS, child support, suspected terrorist, and set offs by the same bank you have a past due acct with, when is it legally allowed to freeze a bank account by an unsecured creditor?

2) How can I find what the law is for freezes in CA? I was told to check my state statutes, but this is like looking for a needle in the haystack without a URL as a starting point.
