What the heck is Collect Corp

Any information would be greatly appreciated on this. I live in Canada and my husband has recently been getting phone calls from this Collect Corp. They leave a 1-800# the outgoing message says they are "Collect Corp-the Ontario Government Department" I realize that this is a collection agency, but they just called me at 7:30 in the morning, got my daughter up and I'm pissed. My husband's name is Ed, but they refer to him as Eddie. No one refers to him as Eddie. As far as we know he has no outstanding debts.
Ed works 6 days a week from 5am and gets home at 6pm, so as yet, he has not returned their call. We thought it may just be a telemarketing scam. Please, any information you can give.
