Request validation or ignore the CA? (OC=MCI Worldcom)

NY State. Recently I received a letter from a CA attempting to collect a debt owed to MCI Worldcom from approx. 2 years ago for cellular services. My beef w/MCI is that when I had the cell phone, I would receive bills 3 - 6 months late (MCI had well-known past billing problems) and each bill would instruct me "not to pay this bill, another corrected/updated bill would follow". This went on for 2 years. Also, each bill would have a customer service number that was either defunct or busy 24 hours a day. Additionally, MCI, without my knowledge, changed my free anywhere/nights and weekends plan to not free. When I finally received THAT bill and notice of change in my plan, it was many months later. I was billed for all domestic and long distance calls made at nights and on weekends without my knowledge or consent. I complained to MCI to no avail. I e-mailed my complaints to their headquartes. No response was ever received. Now, I get a collection letter from a CA. I own a home and am a struggling self-employed . Do I ignore this letter or do I send a request for validation of debt, or what?? Thank you.
