I am sorry you do not lke the quality of the responses on this forum. You are free to take your questions( and your attitude ) elsewhere.

A legal question, such as you posed is not easily answered. Technically speaking, a pre-judgment freezing of assets is possible in ALL States. In some situations, there have been asset freezes even when there is NO legal action contemplated.

Each specific situation requires a dfferent answer. So, if you were a foreign national in Ca.who owed BIG $$ and the creditor asked the Court to freeze your assets pre-filing of a claim,it is likely it would be done.

MOST States, do NOT easily allow this for US citizens in permanent residence for small debts -- however, I have seen cases in several States, MOSTLY Tx. where this is done by a sneaky CA with the cooperation of a "friendly" small Town Judge.

By the way, on most other forums, you will get little or no USEABLE legal advise of any kind.

Any qualified opinions would come from someone who knows better than to give specific legal advice on an open forum for a State they are not licensed to practice in.
