I opened an account with Banco Popular when I was still in Chex. They used TeleCheck at the time. I still have the account with no trouble whatsoever.

I think Chex is a 5 year sentence.

Caution: If your open an account and your Chex issue is still unresolved, your account can be closed without notice if your new bank finds out about the Chex issue.
