Can a collection agency pull your report *after* the 7 year sol?

I have a recent inquiry 1-4-04 from NORTHLAND CLLS SVS on my experian report. This is an old collection for a Fleet card I had chraged off back in 1995.

Can these scumbag CAs continue to pull you files and cause hard inquiries to appear even after the stuff has dropped off the credit report?

It's still considered 'permissible purpose'? If so, how much longer can they do this?
