collection agencies...i do not understand them.

i just read people's posts about letters from collection agencies..i am in a similiar situation. i also just got a letter...first they threaten to sue me about 2 years ago...i threw out the letter pretending i never received it...then they just send me a new one threatening me again. i was like "that's what you told me 2 years ago". if they were really going to sue, why did they not do it then?
