I don't think you settled the account unless you made them an offer in writing that they accepted but it might have been accepted if they closed it and are not chasing you. Your credit report may show that the account is reported as settled. On LTD, I never heard of them. They probably bought the account from CITI and you will have to try and negotiate with them all over again. you might want to try the debt validation letter and that may get them to settle if they know they need to spend time collecting from you.
