freezing bank accounts from ALLEGED debt incurred when he was a child???

A friend is having a problem and I am trying to help.I know this isn't credit card related but I thought I'd see if someone here could offer some advice....

My friend's son is 24 and his bank account was just frozen. He was contacted by an attorney saying the debt is from 19 years ago, from a hospital (also happens to be the hospital he was born in but the debt was incurred allegedly at age 5). The attorney wants $3,000 for an old $800 debt. The parents do not recall owing it and the child was only 5 so how could he owe it? The parents have never been contacted about it, there is nothing on their credit report. The son has applied for credit but been turned down but never checked into why so he just ordered a copy of his report.

The lawyer told the mother she would have to call the hospital and track down what the debt is for.

I thought that when you had a judgment against you (if this is the case) you had to be served first? How would one even know they were to appear in court if never served?

And how can they attempt to collect from one who was a child when this allegedly happened and wouldn't the SOL kick in on this?
