Trying to settle does not satisfy "meet and confer" in California.

The "meet and confer" is an attempt to get them to answer before resorting to the courts.

I see in a post above that Florida does not have any "meet and confer" requirements. You need to find out what the law is in your state.

Asking help from the librarian at the law library is a good idea.
