If they have stopped their collection activities, I do not believe you would get very far with any FCRA violation.

Try this, (as I remember this is an OC reporting ?) send the letter as I suggested, cease and desist, which INCLUDES reporting activities. If the car was purchased from a dealer, make sure they are getting copies of all these complaints and letters.
Get the name and address of the dealer's franchiser, send them copies too.
