County Jail Fee's - Are these justified?

Hello, I'm new here so forgive me if I am a repeat question offender.

I live in the State of MI & the county I live in charges people who have been incarcerated in their County Jail, room & board fees.

I was locked up for various reasons at various times in my young adolecent life. Well for each day that I locked up, I got billed for it - $40 a day! I don't know about you, but I don't want to pay for being in place that wasn't my choice to begin with. (If it was the Hilton or something, then that's a different story).
I've paid off all fines & costs that have been charged to me through the court system. The only showing on my CR are these past jail fees (they have been handed over to a CA). I feel "I did the crime - So I did my time". Now they expect me to pay for that time? I know a lot people in my same situation who feel they shouldn't have to pay for this. Does this occur in anybody elses county?
And are these charges justified???

The thing I don't get is if your sentenced to a State Prison or a Federal Prison, then you don't have to pay for your stay. It's covered by state & federal tax payers. But if you get senteced to the County jail (which is for non-violent misdemenor crimes), they want you to pay room & board???
